As most of Puerto Rico continues to be without power or water, the crime rate is not slowing down, particularly in San Juan. Crime has been high on the island for a long time due to the economic crisis, and the resulting shortage of police officers. In addition, without power and with only limited cell phone service alarms don’t go off and people cannot call to report a crime in progress.
The ultimate result is that the large criminal population has become emboldened, particularly at night when they can commit crimes like burglaries, home invasions, and general looting with little fear of being caught.
